Under the direction of the Clinical Director, the Affiliate & Resources Manager position has the primary responsibility of elevating the quality of service resources and affiliate relationships across RAINN's hotlines in the Victim Services (VS) department. RAINN's VS department provides anonymous telephone and online chat services to survivors of sexual assault and their loved ones. RAINN created and operates the National Sexual Assault Hotline (NSAH), and operates other independent hotlines, including the Department of Defense's Safe Helpline, which is the sole hotline for members of the Department of Defense community affected by sexual assault.

The Affiliate & Resources Manager will work collaboratively across the department to ensure our hotline staff have access to diverse and trauma-informed resources and information to support hotline visitors. Further, resources must be made available for English and Spanish speaking communities since the NSAH operates bilingual services. This role is also responsible for maintaining relationships with the NSAH affiliate network, which consists of more than 1,000 local sexual assault service providers. The Affiliate and Resources Manager will contribute to the development of grant-based initiatives, including but not limited to the creation of new service types on RAINN hotlines.

Essential Duties and Responsibilities: The Affiliate & Resources Manager will provide the following services to RAINN:

RAINN National Affiliate Engagement:

RAINN Affiliate Network consists of over 1,000 sexual assault service providers with 24/7 English and Spanish hotlines. RAINN's 1-800 number is routed to these vetted affiliates, who answer most of the phone calls coming into the National Sexual Assault Hotline. They ensure survivors are able to receive local services and support where possible. This role is responsible for the following:

  • Build positive relationships with local sexual assault service provider affiliates, maintaining a robust affiliate network;
  • Coordinate and facilitate monthly webinars for the affiliate network members that enhance affiliate community connection and skills;
  • Respond to and remediate user complaints about services received from an affiliate, and concerns from the affiliate network;
  • Manage all core communications with affiliates, including drafting and distributing a monthly newsletter and providing them with semi-annual usage reporting; and
  • Maintain accurate call routing databases and perform regular hotline testing.

Resource and Knowledge Management:

The Victim Services Department has a robust set of resources, including referral organizations that are provided to survivors seeking support from the National Sexual Assault Hotline (NSAH) and the DoD Safe Helpline. The person in this role will:

  • Lead organization and expansion of referral resources for staff to use when providing crisis support to those affected by sexual violence.
  • Lead the Resource Committee and its work to identify the most supportive resources for victims and survivors. This work will require irregular hours several times a month to ensure maximum collaboration with 24/7 hotline staff.
  • Manage and lead a process of regularly updating resources and informing staff of changes.
  • Oversee and manage the resource verification audits.
  • Manage the referral database, ensuring diverse and expansive resources for survivors of various ages, backgrounds, experiences, needs, and identities; including but not limited to those accessing the NSAH in English and Spanish and those accessing DoD's Safe Helpline; and
  • Oversee and manage the process for responding and providing resources to those who contact RAINN administrative staff for support and recommendations.

New Service Development:

RAINN regularly develops new services to support survivors. This currently includes the development of a chatbot, and the maintenance of a peer-to-peer chat service for affiliates. Specific tasks will be assigned to the affiliate & resources manager as new grant or project opportunities are identified.

Affiliate HelpRoom Management:

The Affiliate HelpRoom is a peer-to-peer chat service that is available for no-cost to affiliates of RAINN. This service helps affiliates connect to survivors of sexual assault in their local communities.

  • Facilitate monthly check-ins with individual Affiliate HelpRoom users and bi-monthly check-ins with the entire HelpRoom network to promote knowledge sharing and to support quality improvement of Affiliate HelpRooms.
  • Collate feedback from Affiliate HelpRoom partners to ensure satisfaction with the service and identify areas for program improvement; and
  • Oversee scheduled sessions and continued maintenance of Affiliate HelpRooms.


  • Manage NSAH staff associate, federal work study student(s), and/or intern(s).
  • All other duties as assigned.

Required Qualifications:

  • Bachelor's degree in social services or related field.
  • 4+ years of experience working in crisis intervention services or hotlines, social service resource management, or related experience.
  • 3+ years of program or project management experience.
  • 1+ years of facilitating challenging conversations with service providers or comparable entities.
  • Experience undertaking research projects, including developing or implementing taxonomies to ensure clear organization of information.
  • Ability to handle shifting and multiple priorities.
  • Proven experience effectively communicating information and remediating issues in a timely manner.
  • Ability to work well under pressure and maintain composure during stressful situations.
  • Ability to interpret a variety of instructions -- written and oral.
  • Must feel comfortable with using and describing technology.
  • Must possess a positive and energetic attitude, with the ability to successfully work on a team and independently.
  • Must be comfortable discussing issues surrounding sexual violence.
  • Must complete and pass a criminal background check (administered by RAINN).
  • Must have experience with relationship building and fostering collaboration among diverse stakeholders.

Preferred Qualifications:

  • A graduate degree in social work, psychology, or sociology.
  • Fluency in Spanish
  • Experience working with local sexual assault service providers
  • Proven experience representing an organization or program to external audiences.
  • Experience managing staff
  • Experience with relationship building and fostering collaboration among diverse workforce.
